PEC Registration for Contractors in Pakistan: The Complete Guide
Constructor, operator or consulting — which track, which category, which papers, and how long a new PEC firm registration really takes.
01Do you actually need PEC registration?
If you want to bid on engineering construction or most related public works in Pakistan, yes. Procuring agencies check the Pakistan Engineering Council category of the bidding firm against the project cost, and a bid from a firm without a valid licence in the right category is rejected. Registration is not a formality you sort out after winning work — it decides which work you are allowed to bid for at all.
02Step one: pick the right track
PEC licenses three kinds of firm, and each runs on its own rules:
- Constructors — firms that build. They sit on the C-6 to C-A ladder, where each category carries a project limit.
- Operators — firms that operate and maintain plants rather than build them. They sit on a parallel O-6 to O-A ladder with different capital limits.
- Consulting engineers — design and supervision practices. They are not on the constructor ladder at all, and PEC bye-laws require at least 51% professional-engineer ownership for partnerships and private companies, with limited exceptions.
Filing on the wrong track wastes the challan and the weeks. Settle this first.
03Step two: choose the category you can support
Each constructor category has a project limit, a minimum net worth, a professional credit point (PCP) requirement and an engineer requirement. You register at the category your engineers, bank papers and experience can actually support — not the one you would like to bid at. C-6 is the entry point: PKR 25 million per project, net worth of PKR 1.5 million, 5 PCPs and one registered engineer. The full ladder is in our guide to PEC categories.
04Step three: get the name right everywhere
The same firm name must appear on the NTN, the bank account title and the PEC application. A mismatch between these three is the single most common reason a first PEC file stalls. For most new constructor files the NTN and the bank account come first, then the PEC upload.
05Step four: the paperwork
A typical new constructor file needs:
- CNIC of the owner (and every partner or director)
- NTN certificate in the exact firm name
- Bank account in the firm title, with a maintenance certificate
- The engineer’s PEC card, appointment letter and acceptance
- Firm letterhead and stamp
- The affidavit or declaration the portal currently asks for
- The paid PEC challan for your category
06Step five: the engineer
Even C-6 needs a real registered engineer with a live PEC card, attached to the firm on the portal. An expired card is refused at attachment, and fake attachment is how licences get cancelled. If you do not have an engineer yet, sort that before anything else is filed.
07How long it takes
Simple C-6 files often move in three to eight weeks once documents, engineer attachment, bank papers and biometrics are complete. Higher categories, consulting ownership tests and expired engineer cards take longer, and nobody outside PEC controls committee dates — so treat any promised calendar day with suspicion.
