How to Upgrade Your PEC Category (and What It Really Costs)

Work orders, engineers, net worth and the destination fee — what PEC looks at when you move up the ladder, and why multi-step jumps cost more.

01When an upgrade makes sense

Upgrade when the tenders you want are above your current project limit — for example a C-6 firm, capped at PKR 25 million per project, that keeps seeing work in the PKR 30–60 million range. Read your current letter against the tenders you actually want before spending anything.

02What PEC looks at

  • Work orders and performance certificates from completed projects
  • Bank evidence of the destination category’s net worth
  • Enough attached engineers, and enough credit points, for the destination category
  • Your current licence and NTN

04What it costs

PEC’s upgrade fee table sets the challan at your current category’s fee plus the destination fee — once for one step, twice for two, three times for three or more. C-6 to C-5 is PKR 45,000, C-6 to C-4 is PKR 105,000 and C-6 to C-A is PKR 1,215,000 — so skipping categories is not a shortcut on cost.

05The “70% rule”

You will hear that you need work orders worth 70% of the next category’s limit. That figure is a market rule of thumb, not a published PEC rule. Check the real requirement before you pay a challan.
