Yes — for engineering construction and most related public works, procuring agencies check the PEC constructor or operator category against the project cost. Work without a valid licence is how files get rejected and firms get into trouble.

Renewal

Renew the personal engineer card first, then confirm it is still attached on the firm. A firm renewal filed with an expired attached card is how people lose weeks.

Engineer cards

No — only a real, available engineer with a valid PEC card. Fake attachment is how licences get cancelled.

Categories and upgrades

C-6 is the entry constructor category, with a published limit of PKR 25 million per project; C-A has no published upper limit and needs far more professional credit points and senior engineers. The full ladder, fees and engineer rules are on our categories page and on pec.org.pk.

Tax and FBR

NTN first — the same name must sit on the NTN, the bank title and the PEC application. For most new constructor files we get the NTN (and the bank title) straight before the PEC upload; a name mismatch is the most common reason a first file stalls.

No — you pay the council challan in the firm’s name; our professional fee is separate and is not published. We generate or guide the challan so the amount matches the category, and we confirm the live figure on the portal.
