What Happens If You Work Without the Right PEC Licence: Fines, Suspension and Deregistration

Three times the fee for working beyond your licence, and up to three years off the register for fake papers. The penalties PEC publishes.

01The fine: three times the fee

PEC’s registration policy fixes the fine at three times the fee for the category applied for as a new registration. It applies when a firm has obtained and executed work:

  • Without a PEC licence of the appropriate category
  • Without a valid PEC licence
  • Beyond the limit of its licence
  • Without its engineers and without completing its PCPs

At the published schedule that is PKR 45,000 against C-6’s PKR 15,000 fee, and PKR 1.2 million against C-A’s PKR 400,000 — before the cost of the work you can no longer bid for.

02Fake papers: suspension and deregistration

  • An incorrect or fake engineer affidavit — the firm is suspended and given a personal hearing, then deregistered for six months to three years, warned, or restored, as the Enrolment Committee decides.
  • A fake or tampered PEC licence given to a client or to PEC — the same.
  • Fake, forged or incorrect work orders or performance certificates — the same, and the committee may also have an FIR lodged against the owner or firm.

03How firms end up here

Most cases are not fraud. A renewal slips past the year end, an attached engineer leaves or their card lapses, or a firm wins a job just above its category limit. Each of these is cheaper to fix before the work starts than after.
