Operator vs Constructor: Which PEC Licence Does Your Firm Need?
If you run and maintain plants rather than build them, you may belong on the O-6 to O-A operator ladder. How to tell.
01Constructor licences
Constructors build: civil, building, mechanical and electrical works. They register on the C-6 to C-A ladder, where each category carries a project limit — PKR 25 million per project at C-6, with no published upper limit at C-A.
02Operator licences
Operators handle operations and maintenance of plants and facilities. They register on the O-6 to O-A ladder, which runs parallel to the constructor ladder but with different capital limits.
03How to tell which you need
- Are you bidding to build something? You need a constructor category.
- Are you bidding to run or maintain a plant or facility? You likely need an operator category.
- Doing both? Read the tender documents — they name the category they require.
04Filed on the wrong track?
It can be corrected, but it costs time. Tell your consultant up front whether you construct or operate.
